Section I. What is your idea?

      Our idea is to educate and facilitate our community to enable our citizens to become energy self-sufficient. With the initial grant we will build a micro, one-person operable electric energy and automobile fuel production plant (MOPOE for short) powered by waste wood and garbage for feedstock and process energy. I have several designs, which will be perfected, to the point where MOPOE can be mass-produced to be sold on a sliding fee scale.  Then we will spread the use of MOPOE and other sustainable eco-friendly technologies to impoverished rural communities throughout the world to improve the health and well being of human populations. Implementation of technology we at LOCAL IDEAS understand, will result in lessening the destruction that human activities have on our natural planet while maintaining a comfortable lifestyle and high standard of living.  Instead of sitting on the bank of a river with flies on our faces, waiting for a handout, devices I have designed can be used to allow rural and suburban people to become energy producers rather than energy consumers. Current corporate monopolized energy production is costly wasteful and destructive. In the winter months MOPOE can use scrap wood to generate a surplus of electricity, make auto fuel and excess heat can be used for home heating to achieve energy efficiency unknown to corporate conventional methodology.  The fuel-making operation of MOPOE is thermal depolymerization. Although there are recent patents on devices similar to my design the technology is as old as the hills, being nothing more than a pressure cooker.   

·                The ideals of LOCAL IDEAS are "unconventional" because we are not grant writers or bean counters. We are not a bureaucratic top-heavy institution such as a college. With the help of a friend or two, I am the engineer, machinist, electrician, welder, fabricator, mechanic, millwright and operator. I've designed and built electricity-generating windmills, solar collectors, steam plants, diesel gensets, electric bikes, and countless energy producing and saving devices; all from scavenged and self-made parts on a shoe string budget. The LOCAL IDEAS program http://home.centurytel.net/local-ideas will give rural, underdeveloped communities of low income healthy lifestyle access, the ability to offer valuable energy commodities to the world to exchange, so they will be able to pay for their health care needs rather than have it given to them by philanthropists or not have health care at all. They will also be able to afford a healthier diet, better housing and access educational resources.

·                Rabid capitalism including energy monopolization and war mongering where the haves enslave, ignore or kill the have-nots, is a near infinite road block to the peace and health of our human family of Earth and a danger to Earth itself.  Even the Gates family may never solve the problems that the Foundation honestly and sincerely is attempting to solve by throwing money at it in ways that make the people we intend to help more dependent on hand outs. It seems as "radical new thinking" to allow self-determination by empowering of  people to help themselves. We can give people MOPOE and a few other tools, which they can learn to use, so they will not only become self sufficient, but also have goods and services to offer the greater human family of Earth; in exchange for health and education services they need. Give a person a fish and they will not be hungry for a moment, give the person a fishing pole and teach them how to fish and they will never go hungry.

·                This project has the "potential" to allow rural and suburban community members throughout the world to become mentally, physically and monetarily healthier than any time throughout the history of mankind.  Energy is the gold of our age and it is all around us, we only need to covert it to readily usable and transportable forms.   The LOCAL IDEAS plan is "well suited" to the phased structure of the initiative because it can be proven to work in rural North America for the monetary amount of the phase 1 grant within a six-month time frame and implemented throughout many impoverished disease rampant areas throughout the world within a few years.  Such a program as Local Ideas Inc NPO here proposes is a novel and practical way to help meet the "Grand Challenges in Global Health". 

Create New Ways to Protect Against Infectious Disease:

·                Micro(family and small community operable)-electricity and micro-thermal depolymerization bio-fuel cogeneration production plants can convert excess wood tinder and garbage into to energy that wealthier people crave to the point of need.  The "scientific basis" of using bio-mass and garbage as fuels that can be used to generate electricity and make fuel which can be burned within internal combustion engines of automobiles has been well documented.  We "expect to succeed" because we have the will, drive, love, with the mental and physical ability to do so.  Giving people the opportunity to be self sufficient, able to generate fuel for their tractors, electricity for their houses and income to pay for healthier food, mosquito nets, medical needs and education amounts to one of the greatest possible methods of protection against infectious diseases there is. 

Section II. How will you test it?

Use this section to briefly describe the project design and implementation plan:

·                Our "experimental plan", is to first implement the LOCAL IDEAS plan including new technologies and tools to be developed here in rural Wisconsin.  Mass production quality prototypes of the MOPOE micro electricity generating and bio-fuel creating plant will be designed, built and operated here first. Once electricity is generated and automobiles driven on the fuel produced here we can then deliver our assistance to the third world.

·                I have been a certified mechanic, welder, machinist, electrician and an engineer.  We at LOCAL IDEAS have talented progressive people who are able to work for low wages and others who will gladly volunteer their labor to assist in completion of the initial phase of this worthy project. The work can be completed in local machine and welding shops which I can access for reasonable rental fees; some of the work can also be accomplished where I live and at the residences of other LOCAL IDEAS members. "The work we describe" can certainly "be performed within the budget (USD$100,000) and time period (one year)" 

·                We will provide the financial accountability records, "essential data" necessary to the functioning of a nonprofit status organization.  We will also test and gather efficiency data, input and output volumes of garbage resources in and volume of fuel/energy out to judge the value of the worth of the processes monetarily and in terms of self-sufficiency, health and well-being benefits to the community.

·                Upon the success of "Phase one"; through monies raised from additional grants, donations, sales of equipment to people who have the purchasing means and sliding fee sales of the equipment, sale of license of patent rights to for profit businesses; we will de-corporatize and decentralize the production, supply and profit of energy production over the next 10 years.  Bill Gates earned his money by working and investing in computer software that has extended mankind's ability to access information; increasing our individual knowledge base far beyond what our individual minds are capable of. Through making personal computers user friendly and providing Internet access to the people of the planet at large; Mr. Gates has given our human family a dream, a vision of health, well-being and longevity.  I would like to help him and be part of making the dreams into reality.  We are needlessly entering a worldwide time of scarce energy, while oil executives and warmongers hold the energy reigns; a sense of fear and emergency is overcoming us. Unless we act responsibly, instead of advancing and achieving richer higher standards of living, we may regress. Short-term energy alternatives we at LOCAL IDEAS here offer are necessary to the immediate health of our human family.   Nay Sayers, oil and war profiteers, keep us from looking forward to fusion power, the ultimate energy of the universe; they say it is impossible.   Then sun is the impossible and the hydrogen bomb is impossible yet both exist and so does the ability of rural, low income people to become energy self-sufficient.
